The government has taken another important decision regarding village and ward secretariats in AP. The government has issued an ordinance bringing a new law to the village and ward secretariat systems. According to this, the secretarial system has also been enacted on the lines of the Andhra Pradesh Panchayat Raj Act, Andhra Pradesh Municipality and Municipal Corporation Act, which are already in force in villages and towns across the state. According to the Ordinance, village or district secretariats are a system that the government is introducing by law to provide services and other amenities at the center of the populace, as stated in the 11th and 12th Schedules of the Constitution.
In addition to the Panchayati Raj and Municipal Acts currently in force in the state, the Gram and Ward Secretariat System Act has also been enacted. This matter is mentioned in the ordinance. With this ordinance, the government services provided by the village and ward secretariats and the orders issued by the village/ward secretariat department will have legislative powers, he said. The appointment of Grama and Ward Secretariat employees and their service elements are also legal as per the provisions of the Ordinance. In the upcoming assembly sessions, the legislature is most likely to approve the ordinance.
On October 2, 2019, the Jagan government introduced the system of village and ward secretaries. total of 1.34 lakh permanent government jobs. It is known that 15,004 village and ward secretariats have been established across the state at the rate of one secretariat for every two thousand population in rural areas and one secretariat for every 4 thousand population in urban areas. The government has made services available to people in villages and towns through secretariats. Moreover, the government has taken important decisions regarding the employees of the secretariats.
The AP Government has finalized the probation for the eligible employees working in the Secretariats. Their salaries have also increased with this decision. Moreover, the employees are being brought under EHS. The Village and Ward Secretariat is ready to issue EHS cards under the auspices of the Arogyasree Trust to all eligible secretariat employees.
Here, the line has been cleared for compassionate appointments to the families of the employees of the village and ward secretariat who died in the line of duty during probation. Compassionate appointments are made to provide employment to one of those families in lieu of the dead. These compassionate appointments will be filled on the basis of vacant posts in the secretariats.
